On 28th of April, the MOE(Ministry Of Education) ‘1+X’ vocational skill level certificate — ‘Applied Vocational Skill Certificate of Production-Line Digital Simulation’ online session was held in Shandong Rhein-Koester Intelligent Technology Co.,Ltd. Experts from high schools, enterprises and institutions attended the session, the attendees jointly discussed plans for landing of ‘1+X’ project, which to support development of digital talents.
‘Digital China’
On 5th of March, 2021, the governmental working report indicated that ‘During the 14th 5-year planning, we shall accelerate the development of digital transformation, generate new advantages based on digital economy, collaboratively promotes the digitalization in industries and digital transformation; additionally, we shall accelerate the construction of digital society, strengthen digital management capabilities of government, keep a well digital ecology and construct a Digital China’.
President Xi Jinping highly recognized the importance of internet and digital economy. On April, 2018, President Xi Jinping emphasized that we shall develop digital economy, shorten the process between digital technology and commercialization, besides, we shall constantly develop new industries, new ecologies and new models based on the new kinetic. On 21th of November, 2020, the 15th Summit of the G20 Leaders, President Xi Jinping pointed out that we must take the initiative to respond, turn crisis into opportunities, deepen structural reforms and promotes new development through technological innovation and digital transformation.
At present, the digital transformation process has been moved forward, and the integration between digital technology and manufacturing technology are generating a great industrial revolution. During the process, the new manufacturing model, new mode of production and industrial form are under positive developing. Talent is the priority for corporate development, however, there are some issues for the manufacturing companies, for instance, the low level of standardization in digital technology related job titles, need wide range of professional skills, gap between training and actual needs, high frequent of job hopping etc; additionally, the ordinary technicians are not capable to supports the operation of digital system, and therefore, the shortages of both Talent and Technology become the biggest issue for enterprises which are willing to complete digital transformation.

Vocational Skill Levels
There are three levels for vocational skill of Production-line Digital Simulation Certificate: Primary, Intermediate, and Advanced; the three levels develop one by one and the higher level covers the requirements of lower levels.
The ‘Applied Vocational Skill Certificate of Production-Line Digital Simulation’ covers 15 vocational area which involves 35 working tasks, 120 requirements of vocational skills; Based on digital twin software, it formed a modular vocational skill teaching method and assessment system, and it can be easily applied into mechanics, mechatronics, electrical, automation, robot and other intelligent manufacturing related subjects.

On 28th of April, 2021, the online session for ‘Applied Vocational Skill Certificate of Production-Line Digital Simulation’ was successfully held. During the speech of Mr Chen Xin, the deputy secretary of Talent exchange center of Ministry of industry and information technology; he hopes Rhein-Koester to lead the works of establishment of job-position ability assessment and the assessment system which based on the actual needs of enterprises and industries, additionally to efficiently connects talents and industrial needs, lastly, he hopes Rhein-Koester to work together with other institutions, and jointly promotes the talent development for intelligent and digital manufacturing industry.
Wang Wenhua, the vice president of Siemens Digital Industries Software made speech on topics of ‘Digital Twin Technology and 1+X Skill Development’. He mentioned that the Siemens group has always been at the forefront of the world in field of digital manufacturing transformation and the group developed advanced digital industrial software solution. Rhein-Koester is an important partner of Siemens in talent training, and the both parties already made outstanding achievements in applied talents development. He is happy to work with Rhein-Koester, and would jointly create modular, digital course system for industrial internet of intelligent manufacturing.
Qi Songyu, the National Master of Skills from China FAW Group Corporation, made speech on topics of ‘Intelligent Manufacturing Application and Talent demand of China FAW Group Corporation’. He gave example of HongQi factory and shared the intelligent manufacturing applications that has been applied into automotive industry. He indicated that the talent need is huge during the digital transformation process of industries, he hopes to work with Rhein-Koester and develop senior talents who is capable for digital industries, as well as supports the China FAW Group developing into world 1st class factory and corporation.
Song Zhigang, the director of Mechatronics Engineering College of Shenzhen Polytechnic, made speech on topics of ‘How the digital simulation design supports the major groups construction’. He introduced the importance of digital simulation design in construction of major groups, and shared the logics and methods of majors construction for mechatronics majors (intelligent manufacturing). Additionally, he introduced the cooperation status between the college and Rhein-Koester in field of digital design for equipments and simulation courses, ‘Dual-system’ faculty trainings, course and textbook development; he fully recognize the necessity of the ‘Applied Vocational Skill Certificate of Production-Line Digital Simulation’.
Wang Jihong, the vice general-secretary of China Association of Mechatronics Technology and Application, introduced status about how the digital twin technology supporting economy development. He believe the ‘Applied Vocational Skill Certificate of Production-Line Digital Simulation’ which launched by Rhein-Koester, will effectively promotes the application of digital twin technologies and development of digital economy.
Wang Jihong, the vice general-secretary of China Association of Mechatronics Technology and Application, proclaimed that the ‘2021 First National Digital Twin Technology Application Competition’ is about to start. The competition is co-organized by the China Association for Mechatronics Technology and Application & Rhein-Koester, it will further promotes the application of digital twin technology in product design, manufacturing, engineering construction and other fields, as well as enhance the digital upgrading and transformation of industries.
Based on aspects of Analysis of Major Construction, Integration between Major Modules, Supporting Digital Resources, the expert of Rhein-Koester Digital Technology and R&D Trainings, detailed introduced the construction logics and implementation plan for ‘Digital Certificate of Intelligent Manufacturing’ related majors.
The ‘1+X’ pilot work has a long way to go.
