On July 21, 2019, the signing ceremony for the first batch of 10 Sino-German intelligent manufacturing talents dual-training test units was held in Jinan International Convention and Exhibition Center.

Zhou Chunyan, deputy director of the Department of Human Resources and Social Security of Shandong Province, Zhang Min, a secondary researcher of the Provincial Capacity Building Department, and Professor Eric Moskwa,  the chairman of the German company Rhein-Koseter, the awardee of the Taishan talent, as well as the  representatives of technicians and senior technical colleges attended the signing ceremony.

Shandong Engineering Technician College, Shandong Chemical Technician College, Shandong City Service Technician College, Jinan Technician College, Qingdao Technician College, Pingdu City Technician College, Linyi City Technician College, Binzhou Technical College, Heze City Senior Technical School, Xintai vocational college etc had advanced research and in-depth discussion for many times, and finally signed a cooperation agreement with Rhein-Koester, which the later is recognized as the Certification Agency of German Education Appraisal.
