held in the Sino-German Smart Manufacturing Industry-Education Integration

enterprises and colleges to actively explore new modes of training highly

characteristics; Secondly, he supported the cooperation with institutions in
the body for segmented training or through-train training, and encouraged
outstanding employees of enterprises to study undergraduate and professional
degree postgraduate education; thirdly, he supported the construction of a
common technical service platform to open up the chain of scientific research
and development, technological innovation and results transfer.
Liu Wei, secretary of the party committee of Zibo
Vocational Institute, spoke in his speech that as the leading school of the
industry-education consortium, Zibo Vocational College has a history of 67
years of operation, and the comprehensive strength of the school has long been
ranked among the top institutions of its kind in China. The school has always
adhered to the collaborative development mechanism involving multiple subjects
such as government, industry and enterprises, and in deepening the reform of
the school system, it has improved the quality of talent training and achieved
a new increase in the supply of social services. The next step of the school
will take the establishment of the consortium as an opportunity to continue to
focus on the advantageous industrial clusters and many enterprises in the Zibo
High-tech Zone, adhere to the education for industry, industry to help
education, industry-education integration, industry-university cooperation,
seek effective results in the common training of talents, seek innovation in
serving the development of the high-tech zone, and strive to promote the
effective convergence and integration of the talent chain, education chain,

German vocational education expert and President of
the German Rhine Cost Group, Professor Eric Moskawa, expressed in his speech
that as early as 2007, Rhine Cost had introduced the German “dual
system” education model in China and explored the implementation of
localized landing plans. Currently, it has established Sino-German public
service platforms and cross-enterprise training centers in many cities in China
that meet German standards. At present, 10 Sino-German intelligent
manufacturing integration demonstration platforms with an operating area of
nearly 100,000 square meters have been built and operated in provinces and
cities such as Shandong, Beijing, Jiangsu, and Hubei. In the future, Rhine Cost
will continue to join forces with Industry 4.0 leading enterprises, German
research institutions, and several Sino-German universities and other
high-quality resources to further promote the integration of industry and
education, school-enterprise cooperation, and contribute corporate strength to
the construction of the Zibo High-tech Zone regional industry-education
consortium, demonstrating a new model for the deep integration of the education
chain, talent chain, industrial chain, and innovation chain.
Wang Yuquan, Chairman of Shandong Xinhua Medical
Devices Co., Ltd., congratulated the establishment of this consortium in his
speech. He stated that Xinhua Medical has always attached importance to the
training of skilled talents and supported the development of vocational
education as an important support for promoting the company’s development.
Currently, Xinhua Medical has collaborated with Shandong University of
Technology, Zibo Vocational College, and other institutions to carry out
collaborative cultivation of talents between universities and enterprises.
Starting from the actual needs of the company’s development goals, they have
conducted in-depth cooperation in professional construction, practical training
base construction, faculty exchange and training, enrollment and employment,
scientific research, cultural heritage, and social services. They have
continuously provided thousands of outstanding skilled talents to the company.
In the future, Xinhua Medical will take the establishment of this consortium as
an opportunity to fully leverage the platform’s strength, explore new paths for
the high-quality development of industry-education integration, promote various

Zeng Weiming, Deputy Director of the Talent
Exchange Center of the Ministry of Industry and Information Technology,
delivered a speech through video. Deputy Director Zeng Weiming stated that Zibo
High-tech Zone is a highland of scientific and technological innovation, a
high-end industrial base, and also a highland of integration among industries,
education, and talent. The Talent Exchange Center of the Ministry of Industry
and Information Technology is an internationally specialized talent service
organization directly under the Ministry of Industry and Information
Technology, dedicated to the construction of industrial talent teams. In April
of last year, the center published the first batch of joint construction
institutions for industrial talents in key areas of the industrial and
information technology sectors. Rhine Cost from the high-tech zone was
successfully selected. In July of the same year, the center and Rhine Cost
signed a strategic cooperation agreement and launched the industrial talent
base project at the Sino-German intelligent manufacturing integration
demonstration base, jointly establishing an industrial talent empowerment base
and an intelligent manufacturing research and development center in Beijing. In
the future, the center hopes to rely on the industrial talent empowerment base
to create a comprehensive platform for talent, technology, and innovation
empowerment, actively participate in the construction of the Zibo High-tech Zone’s
industry-education consortium, provide professional services for the
construction of the talent team in key industrial areas and the cultivation of
high-quality small and medium-sized enterprises, and support the development of
