On 23th of December, 2021, the Sino-German Intelligent Manufacturing Industry-Education Integration & Innovative Development Forum and Opening ceremony of Sino-German Intelligent Manufacturing Industry-Education Integration Demonstration Base was held in Zibo. The forum was jointly sponsored by the Zibo Education Bureau, the Zibo High-tech Zone Management Committee, and the Bavarian Institute of Digitalization and Education, and hosted by China (Zibo) Vocational Education Association and Zibo Vocational College. This forum coincides with the 50th anniversary of the establishment of diplomatic relations between China and Germany. The forum focuses on the theme of ‘Sino-German Intelligent Manufacturing Industry-Education Integration and Innovation Development’, in-depth study and implement the president Xi Jinping’s important instructions of ‘deepening the integration of industry and education, school-enterprise cooperation, and accelerating the construction of a modern vocational education system’. Aiming at building an industry-education integration model with Chinese characteristics, promotes the construction of industry-education-integrated cities, industries and enterprises, create an internationally competitive industry-education integration talent training system, and serve the national innovation-driven development strategy by deepening industry-education integration, etc.
Bi Hongwei, the vice mayor of Zibo, Wei Yujiao, the head of Zibo High-tech zone administration committee, Fang Naichun, the secretary general of China Vocational Education Association, Yu Qingji, the deputy executive president of China machinery industry federation, Meng Lingjun, the 1st class investigator of Shandong Provincial Education Department, Sun Yingtao, the head of Zibo Education Bureau attended the event. Other approximately 4000 people includes representatives of Zibo Bureau of industry and information technology, Zibo Human Resources and Social Security Bureau, Zibo Education Bureau, Administration Committee of Zibo High-tech zone, enterprises with industry-education integration characteristics, management layers of institutes, colleges, secondary vocational colleges, etc, participated in the forum through various online and offline forms.
Bi Hongwei, the vice mayor of Zibo, pointed out in her speech that Zibo is in a period of transformation and upgrading, a turning point in development, and a critical period that the city is accelerating its rise. Based on the theme of ‘Sino-German Intelligent Manufacturing Industry-Education Integrated Innovation and Development’, this forum is not only to implement the decisions and deployments of the central, provincial and municipal committees, but also to actively integrate into the general trend of industry-education integration, which is helpful for Zibo to conduct in-depth discussion about how to construct ‘intelligent manufacturing industry-education integration operation model’ with Chinese characteristics, she believes the forum will promotes the construction of industry-education integrated city and industries and enterprises, as well as to develop an internationally competitive talent training system for the integration of industry and education. It is necessary to give full play to the role of enterprises which integrated the industry and education factors, and actively promotes the multi-level cooperation between major enterprises which represented by Rhein-Koester Intelligent Technology Co., Ltd and other major colleges, she hopes the enterprises and colleges will carry out in-depth cooperation in fields of intelligent system R&D and manufacturing, platform construction and operation, industry and education integration, and talent development etc, help Zibo City’s intelligent manufacturing industry-education integration and innovative development, help the high-quality development of the city’s vocational education, and deeply serve local talent training and industrial transformation and upgrading.
Fang Naichun, the secretary general of China Vocational Education Association pointed out that the China Vocational Education Association actively explore the new path of education reform, which plays an important role in national deployment, and made essential contributions to vocational education. He indicated that the association will continuously work with Rhein-Koester and other industry-education integrated enterprises to strengthen the main role of enterprises in industry-education integration, develop craftsmanship, explore talent quality cultivation path, develop industry training system based on elements of industry-education integration, accelerate the construction process of Sino-German Intelligent Manufacturing Industry-Education Demonstration Base, actively make positive contribution to the transformation of old kinetic to driven engine in Zibo, Shandong, supports national vocational education development and industrial upgrading by the demonstration of Zibo model, as well as supports vocational education development and economy progress in nationwide.
Yu Qingji, the executive president of China Machinery Industry Federation, said in his video speech that the machinery industry is a fundamental and strategic industry of the national economy. In recent years, under the guidance of Party’s policies, the whole industry has followed the general trend of industrial development, adhered to the supply-side structural reform as the main line, and took scientific and technological innovation as the core driving force, and continued to promote the industry to accelerate its transformation to digitization, networking, intelligence and environmental friendly, which made a great progress. As a major provincial construction project, the Sino-German Intelligent Manufacturing Industry-Education Integration Demonstration Base will held a high-end forum in the first year of the 14th Five-Year Plan, it is in line with the general development trend of the manufacturing industry and the need for technically competitive talents, and will definitely have a positive impact on promoting the development of the local economy and machinery industry. He hoped that Rhein-Koester will continue to give full play to the unique advantages of Sino-German international cooperation, and accumulate new experience in building a diversified education platform for the integration of industry and education, promoting the international dual-system education, training and certification system, and building of intelligent manufacturing professional groups to achieve new target.
Meng Lingjun, the 1st class investigator of Shandong Provincial Education Department, said in his speech that in along with the nations’ increasing attention on vocational education, the role of vocational education in the overall economic and social development has become increasingly prominent. The construction of the Sino-German Intelligent Manufacturing Industry-Education Integration Demonstration Base demonstrates the responsibility of Zibo and determination to develop vocational education in the new era. By cooperating with vocational colleges to build secondary colleges and opening Sino-German classes, Rhein-Koester has developed a localized and innovative German dual-system training model for intelligent manufacturing, and has developed and completed three-levels of talent training program for secondary vocational school, higher vocational and undergraduate. The talent training program introduces self-developed new loose-leaf textbook, industry-education integrated teaching material, and open German standardized practical training lab, which has cultivated a group of intelligent manufacturing practical technical talents who are proficient in German industrial standards and master German production technology, forms an internationalized, standardized, systematic, scalable and generalizable ‘Rhein-Koester’ model, He encouraged Rhein-Koester to take this forum as an opportunity to adapt to the development needs of local industries, serve the transformation and upgrading of the economy, create a whole-chain ecological development concept that enhance education development, and cultivates more talents who meet the real needs of industries, the application-oriented high-end technical talents required by the development of the country will create a new mode of training talents with unique Zibo characteristics that can be replicated through the integration of industry and education, and contribute ‘Zibo Wisdom’ and ‘Zibo Strength’ to vocational education development in Shandong province.
Peter Merker, the senior advisor of former German Chancellor Schroder and president of Sino-German Society of Culture & Economic Communication, said in a video speech that the competitiveness of German companies is based on their professional talents cultivated by the dual system. Rhein-Koester is an enterprise which focuses on the localization and promotion of the German dual system and the transfer of German Industry 4.0 technology. On the basis of the introduction of the German dual system, the innovative localization model has surpassed the German dual system in depth and breadth in some aspects. Today, the software and hardware construction standards of the Sino-German Intelligent Manufacturing Industry-Education Integration Demonstration Base also exceed some German training centers. He hoped that the construction and operation mode of the Sino-German intelligent manufacturing industry-education integration base can be promoted nationwide, which will effectively promote the exchanges and cooperation between China and Germany in deepening vocational education reform and manufacturing.
