On April 12, the 2023 Sino-German Cooperation in Advanced Vocational Education (SGAVE) Institutional Seminar and Annual Conference was successfully held in Hangzhou, Zhejiang Province. Mr. Fang Jun, Deputy Director General and First Inspector of the Department of International Cooperation and Exchange of the Ministry of Education, Mr. Lei Xinghui, Vice President of Tongji University, Mr. Chen Feng, Vice Director of Zhejiang Provincial Education Department, Mr. Chen Yi, General Director of SGAVE Project and Director of Foreign Affairs Office of Tongji University, Mr. Sun Xiaoguan, Vice Director of Shandong Provincial Education Department, Dr. Lothar Budde, Chairman of the Board of Directors of Rhein Koester Bavarian Institute for Education and Digitalization, Mr. Liu Dali, President of Rhein Koester Institute for Vocational Education and Mr. Hu Pengchang, Director of Education and Training, attended the seminar. Dr. Lothar Budde, Chairman of the Board of Directors of the Rhein Koester Institute for Vocational Education and Digitalization, Liu Dali, Director of the Rhein Koester Institute for Vocational Education, and Hu Pengchang, Director of Education and Training, discussed the “High Quality Promotion of the Sino-German Cooperation Project on Advanced Vocational Education (SGAVE)” and furthered the consensus. Yin Wen, Deputy Director of the Foreign Affairs Office of Tongji University, presided over the meeting.


Deputy Director Fang Jun pointed out that high-quality development is the eternal theme of our international cooperation. We hope that the project institutions will consider whether to participate in the project in accordance with the basic principles of integrated planning, resource sharing, reflecting characteristics and focusing on benefits, in accordance with the actual school running.

In the welcome speech of the conference, Vice President Lei Xinghui expressed that the annual SGAVE project conference is an important event for Sino-German vocational education cooperation, and an important opportunity to promote the continuous and in-depth development of vocational education cooperation between the two countries. The Sino-German cooperation in vocational education will not only help to improve the quality and level of vocational education, but also help us to better meet the growing industrial demand and create a more competitive workforce.


Chen Feng, Deputy Director, expressed in his speech that Zhejiang has always put education in a strategic position of priority development, while actively promoting the high-quality development of education. He put forward four requirements for the vigorous development of vocational education: firstly, we should expand the concept of vocational education, which includes but is not limited to education in vocational colleges; secondly, we should improve the vocational education system and open up the channels of vocational education for further studies and further education; thirdly, we should extend the scope of vocational education and actively respond to the demand for skills training; fourthly, we should enhance the connotation of vocational education, deepen the integration and development of schools with enterprises and industries, and continuously improve technical capacity and quality level of vocational education itself.

Deputy Director Sun Xiaoguan spoke as a representative of the Steering Committee. She expressed that the SGAVE project fully draws on the technology and experience of Germany and other European countries’ leading industrial enterprises in ” Dual System” talent training, and jointly develops and implements a technical skills training programme suitable for China’s national conditions, laying a solid talent foundation for China’s manufacturing transformation and upgrading and high-quality development. Shandong, as the first national vocational education innovation and development highland jointly built by the ministry and the province, also provides strong practical support for the development of national vocational education in China. She said that as a member of the Steering Committee of the Sino-German Advanced Vocational Education Project, she will continue to strengthen her business studies in the future under the leadership of the Ministry of Education, strictly abide by the constitution of the Steering Committee, conscientiously fulfil her duties as a member, actively promote the project schools to continue to deepen the integration of industry and education and school-enterprise cooperation, deeply promote the reform of vocational institutions’ education methods, school operation modes, management systems and guarantee mechanisms, and contribute to the construction of a vocational education system with international advanced We will make our contribution to the building of an internationally advanced vocational education system with Chinese characteristics.


Jin Yanghua, Secretary of the Party Committee of Zhejiang Finance College, delivered a speech. He expressed that the SGAVE project provides an important platform for the high-quality development of vocational education in China, and also provides an important talent support for the national industrial transformation and upgrading and high-quality development. As the first pilot school of the project, Zhejiang Finance College will follow the requirements of high standard, high starting point and high quality, deepen the integration of industry and education, substantially improve the quality and level of school operation, cultivate high-quality technical skill talents with solid professional foundation, proficient basic skills, strong practical ability and innovative and entrepreneurial spirit, and contribute to the high-quality development of vocational education.

Hu Pengchang, Vice President of the Sino-German Institute of Intelligent Manufacturing at Zibo Vocational Institute and Director of Education and Training Business at Rhein Koester, gave a presentation entitled “Applying International Advanced Vocational Education Concepts to Build a Vocational Education System with Chinese Characteristics”. The report took the curriculum system of the SGAVE project of Rhein Koester as an example, and shared relevant experiences and practices in three aspects: analysis of vocational education reform policies, characteristics of advanced vocational education concepts, and innovative development practices of industry-education integration. Director Hu Pengchang mentioned that it is necessary to actively learn from the advanced vocational education development concept of the German “dual system”, fully combine the realistic situation and development characteristics of vocational colleges, enhance the internationalisation of vocational colleges, promote vocational education to be more open and fluent, and accelerate the construction of a vocational education system with international advanced level and Chinese characteristics.


On 13 April, the 2023 Sino-German Cooperation in Advanced Vocational Education (SGAVE) Institutional Workshop and Annual Conference continued. Professor Zhao Zhiqun from the Department of Education of Beijing Normal University gave a keynote speech on “Innovation of Talent Cultivation Model in Vocational Education in the New Era” and “Quality Assurance and Academic Evaluation in Vocational Education”.


In the afternoon of the same day, the SGAVE Project Forum Smart Manufacturing Sub-forum 2 and the New Generation Information Technology Sub-forum were full of excitement, where Chinese and German experts gathered together to discuss the new future of vocational education.

On April 14, the 2023 Sino-German Cooperation in Advanced Vocational Education (SGAVE) Seminar and Annual Conference was successfully concluded. The project aims to develop and implement joint Sino-German technical skills training programmes adapted to China’s national conditions in accordance with the requirements of the ” Dual System” model, to create a high-quality international cooperation project for the training of high-quality technical skills personnel, to lay the foundation for the transformation and upgrading of China’s manufacturing industry and high-quality development, to cultivate an inexhaustible supply of national craftsmen for the building of a community of human destiny, and to promote a more open, inclusive, mutually learning and mutually beneficial society.
