On April 2, 2019, Rhein-Koester signed a strategic cooperation agreement with Fachhochschule Bielefeld and Siemens at the same time in China and Germany. Today, the two projects are launched in the Sino-German intelligent manufacturing  demonstration base for industry and education integration in Zibo High-Tech Zone.

On May 16, 2020, a grand ceremony was held for the commencement of major projects in Shandong Province. Witnessed by Liu Jiayi, Secretary of the provincial Party committee, Li Ganjie, deputy secretary of the provincial Party committee and acting governor of the province, Zhang Jiangting, member of the Standing Committee of the provincial Party committee and head of the United Front Department, Jiang duntao, Secretary of the Zibo Municipal Party committee and other provincial and municipal leaders, the R & D and manufacturing base project of Siemens-Rhein-Koester Sino-German industrial Internet of things was started. The Sino-German undergraduate cooperation project base of Fachhochshcule Bielefeld was also started at the same time. The two projects are implemented in Zibo High-Tech Zone at the same time, which will add new vigor and vitality to the high-quality economic and social development of Zibo City.

The total investment of the base project is twenty-one point one Billion yuan. The planned land area is about 227 mu(about 151333m2). The total construction area is about 150000m2. The base will establish itselfs in Zibo, radiate to Shandong, orientate the Shandong manufacturing to the German manufacturing standard, integrate the ten major functions of Sino-German intelligent manufacturing, scientific and technological research and development, industrial services, technology transfer, educational research, teaching and training, international vocational certification, cooperation between school and enterprise, industrial incubation, international exchange, and actively responde and implement the implementation opinions of the Government of Shandong Province on building an innovation and entrepreneurship community of "government, industry, education, research, financial, services and application", build a multi-level and innovative intelligence introduction service system for the integration of industry and education and international integration , and an "Overpass" for the exchange and cooperation and the intelligence and capital introduction service between Shandong Province and Europe.

After the completion of the base, relying on the advantages of international educational resources and technology research and development of Rhein-Koester, relying on the Fachhochschule Bielefeld, Germany, the base will jointly build the first-class Sino-German undergraduate program of intelligent manufacturing application compound talents in China, develop high-end intelligent training equipment and international standard talents training program, and take the lead in realizing in the same city in China to connect the dual system of Germany education- from secondary vocational education to higher vocational education to undergraduate, provides new support and demonstration for the construction of innovation and development highland of Vocational Education jointly built by the Ministry and the province.

At the same time, Siemens and Rhein Koester work together to create two innovation ecology of "digital economy and intelligent manufacturing", and strive to build three functional platforms of "Innovation and acceleration of digital economy, multi-level talent training and digital industry service". They will jointly build the Sino-German (Zibo) digital economy and intelligent manufacturing empowerment center, Sino-German industrial Internet of things R & D Application and manufacturing base, Sino-German technology transfer and pilot test base. Through the way of "technical service, industrial aggregation and innovative application", they will radiate various industries in Shandong Province, gather and incubate digital economic services and Internet of things R & D application-oriented enterprises, promote Zibo City to become a technological highland and industrial highland for the integration of digital economy and intelligent manufacturing, comprehensively support the construction of Zibo City – the pilot city for the integration of industry and education, and accelerate the construction of the first batch of nactional pilot province for industry and education integration in Shandong Province, enable high-quality development of regional economy.
