On 15th of May, 2021, the opening ceremony conference for New Era Eastern-Central-Western Vocational College High Quality Development Alliance, was held in Zibo Vocational Institute. The conference was hosted by Zibo Vocational Institute and co-organized by Rhein-Koester Intelligent Technology Co.,Ltd. Ren Zhanying, the section chief of Comprehensive Reform Division (affiliated to Department of Vocational and Adult Education of MOE); Chen Xiaoming, the director of China Ma-chinery Industry Education Development Center; Meng Lingjun, the in-vestigator of Vocational Education Division of Shandong Provincial Education Department; Bi Hongwei, the vice mayor of Zibo; Zhang Ai-min, the president of Zibo Vocational Institute; Yang Baimei, the vice president of Zibo Vocational Institute, and 77 representatives from vocational colleges, research institution and companies attended the ceremony. Sun Yingtao, the head of Zibo Education Bureau, con-ducted the opening ceremony; Sui Bixia, the head of Changzhou College of Information Technology, conducted the conference. Zhang Ting, the dean of Hulunbuir Vocational Technical College, and Wang Xin, the dean of Shandong Institute of Commerce and Technology, conducted the summit.

The opening ceremony conference for New Era Eastern-Central-Western Vocational College High Quality Development Alliance, was successfully held. During the conference, the constitution and logo of the alliance were reviewed and voted, and the declaration of the alliance was read out. Zibo Vocational Institute was elected as the chairman unit of the alliance; China Machinery Industry Education De-velopment Center,  Shenzhen Polytechnic, Shandong Rhein-Koester In-telligent Technology Co.,ltd. and other in sum of 26 colleges, re-search institute and corporates were elected as the vice chairman unit and secretary-general unit.

Yang Baimei, vice president of Zibo Vocational Institute and the chairman of the alliance, reported the annual work plan of the alli-ance.

As the representative of company, Mr Zhang Zhenzhong, the Mainland Chief Training Officer  of Rhein-Koester, made speech with the topic of ‘High-skilled and Compound Talent Training Program and Implementation’, and shared the ‘Dual-system’ development and innovation in local market from the perspective of the integration between industry and education, he pointed out that it would playing the main role to promotes high quality development of vocational education. Zhang Zhenzhong taking the example of Sino-German Intelli-gent Manufacturing College which jointly established by Rhein-Koester and Zibo Vocational Institute, introduced the achievements made based on research in localization of Sino-German ‘Dual-system’, Rhein-Koeser integrated and transformed the international advanced intelli-gent manufacturing technologies and provide colleges with German pre-mium education resources, as well as established cooperative communi-ty based on ‘Dual-system Embedded Practice’ undergraduate education model, Sino-German Intelligent Manufacturing Industry College, Mixed-Ownership Education and other various of models; lastly, he intro-duced the information about compound talents development in intelli-gent manufacturing, etc. 

New Era Eastern-Central-Western Vocational College High Quality Development Alliance was spontaneously established by 77 units including vocational colleges, scientific research institutes (centers), industry associations and enterprises based in eastern, central and western regions of the country. The alliance works under the management of the ministry of education and provincial and munic-ipal education authorities. The alliance is guided by president Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, fully implements the party’s educational policy, adhere s to the development philosophy of ‘integration and innovation, co-construction and sharing, mutual benefit and win-win’, responds to the country’s western development strategy, north-east development strategy, central region development strategy and accelerate eastern region development, under the background, the member of alliance would fully contributes its advantages to supports the development. The alliance is focusing on creating a highland for talent develop-ment and a service platform for technological innovation, which would enhance school-enterprise cooperation, social service, school manage-ment and internationalization. 

As the vice chairman unit of the alliance, Rhein-Koester would constantly follows development concept of ‘Origin from Germany, Serve the World’, and contributes the resource advantages based on integration between industry and education, provides colleges and enterprises with German premium educational and technology resources; additionally, Rhein-Koester would share the achievements and experiences with the members of the alliance, leading vocational colleges to improve their training quality and innovation development, creates a community of common development for vocational colleges where based on eastern, central and eastern, as well as develop more senior talents.
